A normal shredder has a gap between its blades and the outer sleeve embedded on the spindle, and the gap is very small because if there is no gap, the blades will directly scrape onto the spindle outer sleeve, and the machine will break down on its own. If the gap is too large, then as soon as the material deforms during tearing, it will squeeze out from the gap and tear into strips. Under normal circumstances, the blade size is fixed and will not be changed casually, so the problem lies in the outer sleeve of the spindle.

So the solution is also very simple. In most cases, just contact the shredder manufacturer and process a batch of spindle jackets with slightly larger diameters for replacement. If the replacement of the spindle sleeve still does not work, it will be more troublesome and require further processing of the chassis, or even returning to the factory for reassembly.
